The industry Briefing Session of The Promotion of Local Publications and Reading Culture Programme (2026-2029) was successfully held on 14 August 2026. It attracted over 60 participants and drew an enthusiastic response, reflecting the industry’s interest and expectations for the Programme.

HKRRLS was honoured to have speakers, including Dr. Elvin LEE, BBS, JP, President of the Hong Kong Publishing Federation and Member of the Legislative Council; Mr. Derek LEE, Convener and member of the Programme Implementation Committee; and Dr. Sharon WONG, Executive Director of HKRRLS to attend the briefing session, where they provided a detailed overview of the key features of the Programme and addressed questions from the participants.

The Programme has been well received by the industry over the past six years. This year, the Programme has been further upgraded, with new incentive elements to be introduced, aiming to encourage local publishers and authors to produce more quality publications and promotional materials:

  • Funding for e-books under the Programme has been enhanced, with allocation now adjusted according to the quarterly usage data of e-books enrolled via the Hong Kong Public Libraries.
  • A new incentive scheme will be launched to encourage publishers to provide diversified promotional materials, including promotional videos, images, and articles, with tiered incentive payments designated for each category.
  • The electronic distribution and payment system has been upgraded to facilitate faster and more convenient receipt of payments for publishers and authors.
