與康樂及文化事務署簽訂「推廣本地出版書籍及閱讀文化計劃」第三階段合作協議

香港書刊版權授權協會衷心感謝康樂及文化事務署助理署長李子俊先生,與本協會總幹事黃燕如博士於2026年3月27日正式簽訂「推廣本地出版書籍及閱讀文化計劃」第三階段合作協議。

此合作源自2020年啟動的「推廣本地出版書籍及閱讀文化先導計劃」,歷經多個階段持續推展,現已邁入新里程。期望雙方繼續緊密協作,承接上一期的成果,雙方在推動本地出版及閱讀文化方面持續深化。

Tender Notice: System Upgrade and Maintenance of the Programme for the Promotion of Local Publications and Reading Culture

1. Invitation for Proposal

Hong Kong Reprographic Rights Licensing Society Limited, hereunder refers as HKRRLS, manages the implementation of the Programme for the Promotion of Local Publications and Reading Culture (“Programme”) for the Leisure and Cultural Services Department (LCSD) for the period from 1 April 2026 to 31 March 2029 (both dates inclusive) .

The Programme aims to achieve mutual benefits for the publishing sector and the HKPL, which is under the purview of the LCSD.  The LCSD provided funding to engage HKRRLS to implement the Programme which seeks to achieve the following policy targets –

(a)    Support Local Authorship and publications;

(b)   Encourage the local publishing sector to leverage on the e-platform; and

(c)    Promote a culture of quality reading in Hong Kong.

HKRRLS represents millions of publications published in Hong Kong and overseas, via its affiliation with the International Federation of Reproduction Rights Organisations (IFRRO) headquartered in Brussels, Belgium. HKRRLS obtains licensing authority from mandates given by national rightsholders, and international repertoire through bilateral agreements with 47 international Reproduction Rights Organisations (RROs). HKRRLS is one of the six registered licensing bodies with the Hong Kong Intellectual Property Department and has over 30 years of experience in copyright licensing, royalty collection and distribution.

HKRRLS aims to promote and advance the rights of copyright owners, raise public awareness and understanding of Hong Kong’s copyright laws, meet the needs of the local community who want access to published works by providing an economical, efficient one-stop shop for licensing the works around the world and to enforce the rights of those we represent both on a domestic and international basis. Under voluntary collective licensing, HKRRLS issues licences to copy the works of rightsholders it represents.

HKRRLS is not-for-profit organization with all income (including royalties from licensees and from RROs) after deduction of expenditure and certain necessary provisions are available for distribution to rightsholders.

The Programme offers a unique opportunity to bridge the HKPL and the publishing industry through numerous collaborations and promotion campaigns, events, and activities. HKRRLS acts as the executive agency for the Programme and through this collaboration with the LCSD, the publishing sector can provide more book data and promotional materials that will encourage members of the public to read more locally published books and enjoy a wider range of library services.

The Programme period runs from April 1, 2020, with funding from the Government of the Hong Kong Special Administrative Region. Publishers only need to provide book data for titles published in Hong Kong that are included in the collection of the HKPL, and every year during the period they can receive Programme Fee on a per title basis through the Programme.

Prior to the Programme, HKPL online catalogue offered no cover image and relevant book data information of all Hong Kong publications. Whereas, most English books have cover image and additional information like Summary/Annotation, Book Review, First Chapter or Excerpt, Fiction/Biography Profile and Author Notes supplied by its vendor.

The Programme includes the launch of a new local book data database, providing digitized images of book cover, summaries/annotations, and other such materials on locally published titles in the collection of the HKPL and to link it to the online catalogue of the HKPL in order to display more comprehensive and detailed book data for the convenience of readers accessing library collections.

The Programme also provides promotion materials of Local Authors and publications, so that the library can promote meaningful reading recommendations, as well as supports the engagement of Local Authors to participate in major library promotion events as part of enhancing the reading culture.

The corresponding book data database and webpage were launched in April 2020, currently providing 87,500 titles of book data, 5,360 e-books of the local publications from 285 publishers and 29,307 authors participating in the Programme for readers’ reference. The book data database has recorded an astonishing usage of over 282 billion cumulative hits since its launch in Apr 2020.

After the successful implementation of the Programme for the Promotion of Local Publications and Reading Culture, HKRRLS has secured the funding to continue the Programme for another 3-year term. The key deliverables for the renewed Programme will be a comprehensive system upgrade to support payment automation and the ebook management module. These upgrade and additional feature will be the key factor to whether the project can continue to implement efficiently and effectively while supporting the Hong Kong Public Library services.System upgrade details scope of work are listed out in this tender document and will be implemented in phrases from 1 April 2026 to 31 March 2029.

Bidder/ Agencies are advised to study this document carefully. Submission of a proposal in response to this notice shall be deemed to have been done after careful study and examination of this document with full understanding of its terms, conditions and implications.

2. Instruction to Bidders

2.1 Purpose “TENDER DOCUMENT FOR System Upgrade and Maintenance of the Programme for the Promotion of Local Publications and Reading Culture. This document provides information to enable the bidders to understand the broad requirements to submit their “Bids”.

2.2 Bidder shall send their email as prescribed in to the contact at which the bids are to be submitted. The response to the queries will be replied by email.

2.3 Bidder shall provide the proposal with hardware/software, price, and working logistic for the system upgrade and maintenance. HKRRLS shall examine all documentation and other information submitted by Bidders to verify eligibility, and then will review and score bids according to the defined criteria for this tender.

2.4 HKRRLS reserves the right to reject all bids, and re-tender if no satisfactory bids are submitted.  HKRRLS under no obligation to award the contract or to award it to the lowest bidder.

2.5 Tender must be clearly marked with the tender reference and the subject of the tender on the front of the envelope and super scribe on the sealed envelope by post / in-person, address to the Chairman, Tender Opening Committee, HKRRLS and reach our office before 27 March 2026 17:00 to the following address:

2.6 Tender shall remain valid for a period of a minimum of 90 calendar days after the date of the bid submission deadline as prescribed by HKRRLS.

國際複製權組織聯合會2026年亞太區會議

香港書刊版權授權協會榮幸獲邀參與於2026年3月在東京舉行的國際複製權組織聯合會(IFRRO)亞太區會議。是次會議由日本学術著作權協會(JAC)、日本出版者著作權管理機構(JCOPY)、日本複製權中心(JRRC)及日本書籍出版協會(JBPA)聯合主辦,匯聚來自亞太地區的同業,就版權授權及集體管理(Collective Management)領域的關鍵發展進行了深入交流。

會議特邀Mr. Satoshi Hatta, Director of the Office for Promoting Works Distribution, Copyright Division, Agency for Cultural Affairs。其後知識產權法專家Mr. Kensaku Fukui發表主題演講,分享日本應對漫畫盜版問題的對策。

本協會總幹事兼IFRRO亞太區委員會副主席黃燕如博士,作為專題演講嘉賓參與了「IFRRO亞太出版業調查報告」的討論環節,就區域出版業的發展趨勢分享相關見解。此外,黃博士為次日的會議致開幕辭,並主持有關「教育授權」的專題討論,與各地的版權機構代表,共同探討向教育機構進行授權方面所取得的進展與面臨的挑戰。

會議期間,與會者亦就人工智能的治理與監管機制,以及新興的人工智能授權模式等重要議題進行了深入探討,強調區域合作在支援作者、出版社及創意生態系統的可持續發展中,扮演著重要的角色。

三十載同行・攜手前行|HKRRLS 三十週年晚宴

香港書刊版權授權協會(HKRRLS)三十週年晚宴於2026 年 1 月 12 日圓滿舉行。當晚雲集來自政府部門、教育界、各界合作伙伴,以及出版及印刷業界的代表,逾百位嘉賓齊聚一堂,共同見證協會三十年的重要里程碑。

晚宴由本協會主席潘志偉先生及總幹事黃燕如博士致歡迎辭揭開序幕,隨後由知識產權署署長黃福來先生、香港海關副關長(管制及執法胡偉軍先生,以及立法會議員(體育、演藝、文化及出版界)霍啟剛先生先後致辭。各位嘉賓均肯定 HKRRLS 多年來在推動版權授權制度及保護創作者權益方面所作出的努力與貢獻。

國際層面方面,晚宴榮幸邀得國際複製權組織聯合會(IFRRO)行政總裁 Ms Anita Huss-Ekerhult以視頻方式致辭,並由IFRRO 區域政策及公共事務總監 Ms Sarah Tran親臨現場,分享「人工智能發展對版權授權的影響」,為業界帶來前瞻性的觀點與交流。

此外,晚宴亦安排了「全港校際尊重知識產權創作比賽」獲獎學生分享,以及頒發協會理事長期服務獎,向多年來為協會發展作出貢獻的理事致以衷心謝意。

國際複製權組織聯合會(IFRRO)2025年國際會議暨會員大會

本會總幹事、國際複製權組織聯合會(IFRRO)亞太區委員會副主席黃燕如博士應邀出席「國際複製權組織聯合會(IFRRO)2025年國際會議暨會員大會」。今年會議於2025年10月28日至30日在新加坡舉行,匯聚來自全球80多個國家、逾170名代表,包括世界知識產權組織(WIPO)及聯合國教育、科學及文化組織(UNESCO)等國際機構代表。

會議圍繞作者、出版社及文學作品等涉及不同議題展開討論,讓與會者對國際版權發展的最新動態有更深入了解。在生成式人工智能(Gen AI)技術快速發展下,各地版權機構代表也就相關技術對版權事務所引發的倫理、法律及授權問題,展開了多場深度對話。

黃博士於會議發表的兩場專題演講中,首先介紹了香港「推廣本地出版書籍及閱讀文化計劃」如何透過出版界與香港公共圖書館的協作,推動香港優質閱讀文化,支持本地出版社和作者,並促進出版業發展。在另一場演講中,黃博士探討如何建構具前瞻性的版權框架,以回應人工智能(AI)發展帶來的挑戰與機遇。在保障作者與出版社權益的同時,鼓勵創新,以適應AI不斷演進的發展格局。

與Kazakhstan Authors’ Society(KazAK)簽署雙邊協議

香港書刊版權授權協會(HKRRLS)很榮幸與Kazakhstan Authors’ Society(KazAK)簽署雙邊協議。此項重要合作深化了香港特別行政區與哈薩克共和國,在版權保護及集體管理領域的國際協作。

本協會謹向Ms Ainura Yessendikova, General Director of KazAK致以誠摯謝意,其與本協會總幹事黃燕如博士共同簽署雙邊協議。

期望未來雙方進一步加強合作,推動知識產權保護,為全球版權生態系統的可持續發展共同努力。

IP圓桌會議在2025年7月17日於香港貿發局香港書展順利舉行

IP圓桌會議在2025年7月17日於香港貿發局香港書展順利舉行。是次活動獲香港特別行政區政府文創產業發展處資助,由香港貿發局(HKTDC)主辦,香港書刊版權授權協會協辦。會議由本協會總幹事及亞太委員會副主席黃燕如博士擔任討論環節主持人,以「具前瞻性的版權框架 – 如何在創新與維護知識產權之間取得平衡」為題。

本協會有幸邀請到來自不同地區的傑出專家探討各地如何建構具前瞻性的版權框架,以應對人工智能(AI)的發展,當中包括阿聯酋版權管理協會(ERRA) 總監Majd Hassan Al Shehhi、國際複製權組織聯合會(IFRRO)政策與公共事務顧問Sarah Tran、新加坡著作權許可與管理協會(CLASS)行政總裁Andrew Fong 、學術著作權協會(JAC) Secretary General Toshimichi Ishijima 及The Copyright Licensing Agency (CLA) Head of Rightsholder Relations James Bennett。

「數字時代版權保護國際研討會」於2025年6月23日在北京順利舉行

本協會有幸獲邀出席於2025年6月23日在北京舉行的「數字時代版權保護國際研討會」。是次研討會由中國版權協會(CSC)、國際複製權組織聯合會(IFRRO)、中國文字著作權協會(CWWCS)及在華國際出版商版權保護聯盟(IPCC)聯合舉辦。中共中央宣傳部版權管理局趙杰副局長、中國版權協會閻曉宏理事長分別致辭,拉開了研討會的序幕。本協會總幹事黃燕如博士發表了以「人工智能時代下版權持有人的倡議」為題的主題演講。是次研討會反映國家對數字時代版權制度建設與國際合作的高度重視。

「2024/25 年度全港校際尊重知識產權創作比賽」頒獎暨閉幕典禮

由「香港書刊版權授權協會」主辦,「知識產權署」及「香港海關」協辦的「2024/25年度全港校際尊重知識產權創作比賽」頒獎暨閉幕典禮於2025年6月21日順利舉行!

版權協會、知識產權署及香港海關,自2007年起展開了全港大型校際「尊重知識產權」創作比賽,希望透過活動培育學生的創意思維,認識創意產業及明白尊重版權的重要性。本協會於 2024-2025 學年再度舉辦第十屆大型「全港校際尊重知識產權創作比賽」。

今屆活動更於「中學(高中)及大專組」增設「創科與尊重知識產權」特別獎,培養學生對創新科技與尊重知識產權的意識,同時強調版權保護與創新科技之間的重要關係。

今屆活動共邀得22 間機構成為支持單位,特別感謝香港教育局、各學校議會、「香港電腦教育學會」、「香港教育城」、「香港出版總會」、「香港教育出版專業協會」、「香港海關Customs Yes」、「學校圖書館主任協會」、「香港工業總會第25分組香港資訊科技業協會及教育委員會」、「香港資優教育學苑」、「香港科技創新聯盟」、「香港扶輪社」,以及「香港大學扶青社」的支持。其中,香港扶輪社及香港大學扶青社更派出學生表演團隊,令典禮錦上添花。

有賴於各界的支持,今屆活動共吸引了來自 470 所學校超過 3,300 位學生提交作品,比上一屆增加了約 200 所學校參與活動。再次感謝各協辦和支持機構、嘉賓、大會評審團、知識產權之星、以及各位學生與家長的出席。
